HRA wish to draw trainer’s attention to Australian Harness Racing Rule (AHRR) 273, particularly parts (2) and (3) which relate to the maintenance of gear and equipment and certain compulsory items which must be worn during a race.

There have been multiple incidents in recent times of bit failures, particularly lugging bar bits. The common denominator with these particular failures appears to be a weakening of the steel at the junction near the chin where they have been wrapped or padded, possibly due to dampness accumulating in that area. HRA recommend that any padding is regularly removed, and the bit carefully examined to ensure no signs of damage prior to rewrapping.

On a related note Rule AHRR (3)(e) requires all horses to be fitted with some form of noseband. It has been in place for several years now and was introduced as a safety mechanism in the event of a bit failure. A broken bit on an open bridle can leave nothing secure on a horse’s head for it to be safely apprehended by the clerk or track attendants, posing an additional safety risk for all involved.

273     (2) A person shall not present to start or start a horse in a race in gear which in the opinion of the Stewards is:-

           (a)  Incorrectly fitted

           (b)  Insecure

           (c)  Of inadequate quality

          (d)  In poor condition

         (e)  Of insufficient strength and quality to cope with the stresses likely to be imposed on it in a race.

(3)  A person shall not without the permission of the Stewards start a horse in a race unless the horse is fitted with:

        (a)  A false belly band.

        (b)  Retaining straps.

        (c)  A throat lash.

        (d)  A breast plate.

       (e)  A cavesson or noseband.
