HARNESS Racing New South Wales (HRNSW) Stewards conducted an inquiry on Wednesday following an investigation that commenced on 16 August 2018 during an inspection of the registered training establishment of licensed trainer, Mr Richard Williams.
During that stable inspection HRNSW Chairman of Stewards, Mr Grant Adams, located a bottle of an unregistered TAYLORMADE product labelled ‘FUEL’.
Evidence was presented to the inquiry by Mr Williams and HRNSW Regulatory Veterinarian, Dr Martin Wainscott.
The results of scientific analysis conducted on the product were also presented to the inquiry.
Mr. Williams pleaded guilty to a charge pursuant to Australian Harness Racing Rule (AHRR) 194 as follows:
AHRR 194. A person who procures or attempts to procure or has in his possession or on his premises or under his control any substance or preparation that is not registered or labelled in accordance with either State or Commonwealth Legislation is guilty of an offence.
As a result, Mr Williams was issued with a $2000 fine.
In determining penalty, Stewards gave consideration to the following matters:

Mr Williams’ first offence for such matters;

Mr Williams’ guilty plea;

Mr Williams’ overall licence history and personal subjective facts.
Mr Williams was advised of his right to appeal this decision.
Harness Racing NSW (HRNSW) is the controlling body for harness racing in New South Wales with responsibility for commercial and regulatory management of the industry including 33 racing clubs across the State. HRNSW is headed by a Board of Directors and is independent of Government.
