Harness Racing Victoria (HRV) Stewards have filed an application with the Victorian Civil and Administrative Tribunal (VCAT) to review penalties imposed by the Victorian Racing Tribunal (VRT) on 17 February 2022 against licensed trainer-driver David Moran.
