Harness Racing Victoria (HRV) Stewards have issued a charge against licensed trainer Paul Buhagiar under Australian Harness Racing Rule (AHRR) 213(b) which states:
213. A person shall not:-
(b) have in his possession any harness, gear, equipment, device, substance or any other thing capable of inflicting suffering on a horse.
It is alleged that on 28 June 2017, Mr Buhagiar did have in his possession, at his training premises, a whip which had been modified in a manner capable of inflicting suffering on a horse.
The charge will be heard by the HRV Racing Appeals and Disciplinary (RAD) Board on a date to be fixed.
