On 30 July 2019, the Victorian Civil and Administrative Tribunal (VCAT) heard an application for review lodged by Harness Racing Victoria Stewards regarding a penalty decision of the Harness Racing Victoria (HRV) Racing Appeals and Disciplinary (RAD) Board on 17 April 2019.
Background
On 17 April 2019, licensed trainer Jennifer Douglas pleaded guilty to a charge issued under Australian Harness Racing Rule 193 (1) for attempting to stomach tube the horse ‘Hanging On A Dream’ prior to its engagement at the Bendigo harness racing meeting on 27 March 2019. Ms Douglas was issued with a 9 month disqualification. The full HRV RAD Board media release can be found here.
VCAT Decision
At the VCAT hearing on 30 July 2019, Senior Member Wentworth set aside the HRV RAD Board decision and determined that Ms Douglas be disqualified for a period of 12 months.
