CUNNINGHAM REPORT UPDATE

The Cunningham Report was commissioned in late 2016 and completed and released in April 2017 for industry scrutiny and consultation. In the interests of transparency the HRSA Board have decided to advise the industry of the current status of this Report.

The HRSA Board quickly endorsed the Report and its recommendations, and believed it provided a positive direction for advancing harness racing in South Australia, with a particular emphasis on the governance structure of the industry. This was seen as extremely important given the current economic challenges faced by the industry.

Since the release of the Cunningham Report, the Board has endeavoured to obtain the support of the Member Clubs to implement the key recommendations of the Report. This has included a sub-committee from Harness Racing South Australia meeting with many industry stakeholders, including the SA Country Harness Racing Clubs Association (SACHRCA) and the SA Harness Racing Club (Globe Derby).

SACHRCA unanimously supported the Report, and like HRSA, have been keen to implement the key recommendations. However, despite a positive show of hands at a members meeting, the SA Harness Racing Club have advised that they do not agree with the key governance recommendations from the Report. This was confirmed by representatives from the SA Harness Racing Club at yesterday’s HRSA Board Meeting.

Unfortunately without the support of the SA Harness Racing Club change is not possible, as under the current governance structure their affirmative vote is required for any constitutional changes. Whilst the HRSA Board are extremely disappointed with this outcome, it remains in favour of the key recommendations of the Report and are willing to assist with implementing these should the position of the SA Harness Racing Club change.

The Board of HRSA will remain focused on acting in the best interest of all participants in harness racing to ensure its viability and longevity in this state.
