HARNESS Racing New South Wales will introduce new Race Programming and Handicapping Guidelines which will provide increased transparency for stakeholders.
Following a series of trainer focus group meetings in each region across the state, HRNSW was able to prepare an Outcome Report covering what those attendees put forward to enhance programming and handicapping in NSW.
These outcomes were reviewed through further consultation with clubs, associations and finally the Industry Consultation Group (HRICG) and the Board of HRNSW has adopted the guidelines.
In order to promote transparency in relation to race programing, handicapping and field selection, a number of guidelines will be put in place from July in conjunction with other HRNSW Policies according to HRNSW chief executive John Dumesny.
“HRNSW over the past four months has undertaken a comprehensive consultation process,” Dumesny said.
“The primary consideration from all stakeholders who were engaged with the process was clear they required black and white guidelines.
“What has evolved is transparency from the nomination of a horse through to the field selection.
“HRNSW will continue to consult with stakeholders with regard to the Guidelines and review on an ongoing basis the programming and handicapping systems in NSW into the future to achieve the best outcomes for the industry at large.”

Tabcorp Park Menangle metropolitan meetings are not covered in these guidelines.
Harness Racing NSW (HRNSW) is the controlling body for harness racing in New South Wales with responsibility for commercial and regulatory management of the industry including 33 racing clubs across the State. HRNSW is headed by a Board of Directors and is independent of Government.
