On 20 October 2017, the Victorian Civil and Administrative Tribunal (VCAT) considered a request from former licensed person Daryl Douglas to stay the decision of the HRV Racing Appeals and Disciplinary (RAD) Board of 11 October 2017, pending the outcome of an application for review.
At the HRV RAD Board hearing (the result of which can be found here) Mr Douglas was found guilty of four breaches of the Australian Harness Racing Rules (AHRR) and issued with a two month disqualification, two $1000 fines and a warning off pending Mr Douglas attending before a HRV Stewards inquiry.
At the VCAT hearing, Senior Member Proctor determined that the disqualification and fines would be stayed pending the outcome of the VCAT Review Application, however the warning off would remain in place.
VCAT will hear the Review Application on 23 November 2017.
