Important:  All Importers and Semen Controllers, please note:

All information requested should be provided.  These requirements are in addition to and do not replace the State Controlling Bodies' notification requirements on the usage and transportation of semen.  

Please also refer to the updated National Rules on Artificial Breeding to apply from 1st September 2002.

Please Note:  On 1st March 2008 Harness Racing Australia Inc (HRA) replaced Australian Harness Racing Council Inc (AHRC) as the organisation's name.  All AHRC's formal structures, rules, regulations, policies, processes etc., now pertain to HRA, and any reference to Australian Harness Racing Council Inc, AHRC, Council or The Council shall mean Harness Racing Australia Inc or HRA.
 


Application and Registration
 
Your Application is to be accompanied by:
-   Application to Import Semen - HRA Form Imp/1
-   Stallion Identification Form - HRA Form Sta/1
-   Application to State Controlling Body for Registration as Semen Controller (R284-A)
 
All State Controlling Bodies' regulations and procedures must be adhered to.  Refer to the Registrar in your State if you require clarification or have queries.

REQUIREMENTS

IMPORTER:

A person desiring to import semen from outside Australia must:-

Complete and lodge with HRA an Application to Import Semen (HRA Imp/1), together with the annual administration/registration fee of $660 (GST Included) per stallion.  If multiple importers apply for the importation of frozen semen from the same stallion, each must pay the annual administration/registration fee of $660 (GST Included) to register the Stallion with payment made by 31st December 2008.  A Tax Invoice will be provided.

   
2. Complete and lodge a Stallion Identification Form (HRA Stal/1) for each stallion.
   
3. Comply with all AQIS protocols and requirements for the importation of semen.
   
4. Comply with the HRA Breeding Rules and Regulations.
   

SEMEN CONTROLLER:

A person utilising semen collected from a stallion not registered to stand at stud in Australia during the 2008/2009 season at any time must:-

5. Apply to the State Controlling Body for Registration as a Semen Controller (Form R284-A).

Complete and lodge with HRA a Semen Controller(s) Return (HRA Form SC/1) by end of February 2009.  Any other mares served must be notified by end of April 2009.

   
7. Comply with the HRA Breeding Rules and Regulations.

Failure to comply with these Guidelines will result in the referral to the Registrar in which the Semen Controller is domiciled for Inquiry by the relevant Chairman of Stewards.

 

 
NOTE
that an Artificial Breeding Technician holding or dealing with semen collected from a stallion not standing in Australia at any time that semen is held or dealt with must make application to the Controlling Body for registration as a Semen Controller and comply with these requirements.

The ownership of imported frozen semen and payment therefore is a matter of commercial contract between the overseas semen provider and the importer.  Neither HRA nor a State Controlling Body will intervene in this contractual process.  However, it should be noted that the best commercial practice is expected and should be observed by all parties to maintain Australia’s reputation within the International Harness Racing Community.
