Harness Racing Australia (HRA) has completed a review of the breeding regulations, having instituted a number of new Rules – including the prohibition of cloning and use of frozen embryos.
Further improvements are now announced, with Studs, Semen Controllers and Breeders advised that the application process and information required to gain HRA’s approval to import and / or use imported semen have changed for the 2019/2020 breeding season.
These changes include the applicant providing HRA with a copy of the Semen Import Permit (Australian Government Department of Agriculture) and payment of the Stallion Registration fees at the time of the application being lodged. Once approved, HRA will provide the applicant with an Approval Certificate, as well as publishing the list of approved imported semen stallions on the national website – providing certainty to breeders that their progeny via stallions which have met the HRA approval requirements can be registered in the Stud Book. A late fee of $5,000 will be applied for all applications post 31 October.
In addition, there is also a new Stallion Audit Form which requires the Importer and / or Semen Controller to report all unused semen quantities and storage details by 30 April 2020.

Importation of Semen
Applications to import semen are to be lodged with HRA by no later than 31 October 2019, and applicants are required to lodge the following items:
- Application to Import Semen Form (ISR-1)
- Imported Semen Stallion Registration Form (ISR-2)
- Copy of Import Permit for the semen
- Payment of the season registration fee of $1,122.00 per Stallion (GST included) by credit card or direct deposit.
Semen Controllers
Semen Controllers are required to lodge two forms with HRA by no later than 30 April 2020:
- Mares Insemination Form (ISR-3)
- Imported Semen Stallion Audit Form (ISR-4)
HRA will issue a weekly list of imported semen stallions registered for the 2019/2020 breeding season under the Industry News on the national website.
