Harness Racing Victoria (HRV) Stewards have issued charges against licensed trainer Hellen Scott and licensed driver John Scott under Australian Harness Racing Rule (AHRR) 190(1) which states:
A horse shall be presented for a race free of prohibited substances.
Note - Rule 190 (3) states: If a person is left in charge of a horse and the horse is presented for a race otherwise than in accordance with sub rule (1), the trainer of the horse and the person left in charge is each guilty of an offence.
It is alleged that John Scott, as authorised representative for registered trainer Hellen Scott, presented the horse ‘De Lancome’ to race at Shepparton on 10 September 2019 when not free of cobalt, a prohibited substance when evidenced at a concentration above the allowable threshold.
The charges will be heard by the Victoria Racing Tribunal on a date to be fixed.
