HRSA Stewards conducted an inquiry into a report received from Racing Analytical Services Ltd that dexamethasone was detected in a urine sample taken from ITS BEDLAM following its win in Race 8, Book A Xmas Night At Globe Derby Pace at Globe Derby on 12 December 2016.
Mr Borg gave evidence of his treatment regime for ITS BEDLAM which was recorded in his Log Book of treatment.
Mr Borg pleaded guilty to a charge under Rules 190(1), (2) and 4) of presenting ITS BEDLAM to race not free of a prohibited substance.
In considering penalty, stewards took into account:
· Mr Borg’s guilty plea
· Mr Borg’s 24 year licence history
· Mr Borg’s previous offence for a prohibited substance
· the level of dexamethasone detected
Mr Borg was disqualified for 5 months backdated to 2 February 2017, the date he was stood down. Under Rule 15(1)(ad) Mr Borg was ordered to pay $1500 to HRSA to cover the cost of analytical testing.
Under Rule 195, Stewards disqualified ITS BEDLAM from its first placing in the abovementioned race.
Mr Borg has lodged an appeal and has been granted a stay of proceedings.
