INDUSTRY NOTICE

HRSA is currently undertaking a review of the Southern Cross Racing Series & Breeding Incentive Scheme. The aim of the review is to ensure that the series and breeding scheme re-focusses its commitment to South Australian industry participants including breeders, owners and trainers. The review received the advice of the Industry Advisory Committee (IAC) at its meeting on Tuesday 4 July 2016. As part of the consultation process, we are now seeking public comment.

The proposed changes include:
 

  • conducting all heats of the Southern Cross Pacing Series for each category on one night;
  • horses then qualify for a $50,000 final the following week with a $8,000 consolation (if required);
  • the Southern Cross win bonus is increased to $5,000 for a horse’s first win as a 2, 3 or 4yo in SA and $3,000 for a horse’s first win as a 3yo (if it received a $5,000 bonus as a 2yo). The increased bonus would be funded from savings in changes to the racing series. 

The proposed new eligibility criteria includes that the horse must be either bred, owned or trained by a South Australian(s). Any foal or yearling is eligible which meets any of the three following criteria:

1. SA Bred

Born & freeze-branded in SA and the original foal notification is lodged with HRSA in the foal’s weanling year.

2. SA Owned

100% owned by a resident(s) of SA and the original foal notification is either lodged with HRSA in the foal’s weanling year or lodged with another controlling body and a copy lodged with HRSA; or purchased or leased wholly (100%) by a resident(s) of SA.

Any horse which is made eligible for the Southern Cross under this criteria which is subsequently purchased or leased wholly or partly by non resident(s) of SA would only remain eligible if it satisfies the SA Trained criteria (see below).

3. SA Trained

Trained by a trainer licenced in SA and domiciled in SA – the stable return is required to be lodged at least 90 days prior to being eligible to compete in any race or series.
