HRV Stewards provide this information for the attention and awareness of Industry participants. As from Sunday, 1 May 2016, whilst adhering to the provisions of Australian Rule of Harness Racing 44, which refers to driving tactics, HRV Stewards will continue to acknowledge the HRV Change of Tactics Policy, which now also includes the information as outlined below.
Where a change of tactics (COT) for a horse is lodged with HRV Stewards, which is a change to the horses usual or most recent racing pattern, further notification is then required thereafter, if it is the intention of the trainer, driver of connections to alter or change the tactics from those tactics most recently notified.
For example, if a horse is usually driven forward from a front row barrier draw and the change of tactics notified is to drive such horse further back, a further notification would be required at future race starts, if the intention was to drive the horse further forward.
This inclusion to the HRV Change of Tactics Policy was considered necessary to attempt to provide clarity for HRV Stewards in policing the Rule, Industry participants to understand and appreciate their obligations and to promote transparency and consistency in this process for the public.
