On 2 February 2016, Harness Racing New South Wales (HRNSW) Stewards continued Inquiries into the Total plasma carbon dioxide (TCO2) levels returned from horses trained by Mr Daniel Neagoe including MISS ROCKNROLL, SPORTS DENIAL, RAVISHING GIRL and CHRISTIAN SLOY as well as modified whips which were obtained by Stewards during the course of a stable inspection on 1 October 2015.
Mr Neagoe pleaded guilty to a charge pursuant to Australian Harness Racing Rule (AHRR) 213B for being in possession of two (2) whips capable of inflicting suffering on a horse that were located during a stable visit on 1 October 2015.
Mr Neagoe had his Trainer and Driver’s licences suspended for a period of 3 months to commence immediately.
Mr Neagoe also pleaded guilty to a charge pursuant to AHRR 190B for failing to maintain a log book. Mr Neagoe was fined the amount of $400.
In considering penalty Stewards were mindful of the following;
- The nature of the offences;
- Mr Neagoe’s guilty pleas;
- Mr Neagoe’s licence history;
- Mr Neagoe’s personal subjective facts.
Mr Neagoe was advised of his right to appeal these decisions.
The Inquiry in relation to the TCO2 levels returned by the subject horses was adjourned until 2pm on Wednesday 10 February 2016
