An industry notice issued on 8 May 2014 banned the use of certain types of gear. Having considered feedback on this important issue from all corners of the industry, this ban has been temporarily suspended to allow further investigation into the types of bits and cords being used.
Areas of interest include the range of bits and pulling cords available, the materials used, modifications, correct fitting, efficacy, animal welfare and participant safety.
Consultation will be held with trainers, drivers, Stewards and veterinarians over the coming months, with a report and any subsequent recommendations prepared for consideration at the Harness Racing Australia Annual General Meeting in October 2014.
In the interim, and as part of this investigation, Stewards will be monitoring the use of different bits, including ensuring all pulling cords are used in conjunction with a bit. If there is doubt, participants are encouraged to check with Stewards.
Please note, the Australian Harness Racing Rules (AHRR) contains specific references to the use of gear:
AHRR 273. (1) A person shall not use or permit the use of unapproved gear except with the permission of the Chairman of Stewards.
AHRR 273. (6) A person shall not present to start or start in a race a horse that is:-
(b) not wearing the gear that has been approved by the Stewards for that horse.
Stewards may order the removal of certain gear at their discretion at anytime.
Trainers are also reminded of their obligation within the Rules to keep their gear forms up to date.
This notice is effective immediately and replaces the information previously set out in the Industry Notice of 8 May 2014.
