HRA Industry Notice - Approvals and Banned Gear

Harness Racing Australia has made additions to approved and banned gear as a result of discussions at the recent meeting of Chief Stewards and Veterinary Officers.  Consideration is given to the need for the item, alternative items available, horse welfare and integrity when these decisions are made.
 
Approved Gear – Protecto Rear Spreader
 

The above piece of equipment has been added to the approved gear list. This has been added after consultation with trainers and veterinary officers and after being viewed by stewards in trial conditions.    In testing and trialing there have been no adverse effects and the feedback has been positive.   It is expected, as with any gear, that the trainer has used the gear on the horse and added it to the gear notification.

The use of the rear spreader is subject to Race Day Steward Discretion and is dependent on the prevailing weather conditions of the day.

Approved Gear – Horse Compression Suits

These suits which have become popular in recent times are approved to be worn in the transporting of horses to and from race and trial meetings and in other travel situations. Once at the racecourse these are to be removed from the horse and normal rugging is to be used.

This policy is consistent with the current practice in place in New South Wales and will now be adopted on a national basis.

Banned Gear – Protecto Breathe E-Z

This item was discussed and there is belief that safer alternatives exist. If fitted incorrectly this particular item could have welfare issues for the horse. This item cannot be used in racing and or trialing and is now to be placed on the banned list.

Banned Gear - Double Lugging Poles

The use of these continues to be banned in racing and trial events.   There is safety and welfare issues associated with the use of double poles and these will continue to be banned.

All of these changes and confirmations of previous status are effective from 21 May 2013.
