PENALTY GUIDELINES FOR TROTTERS BREAKING GAIT

Start Offences

Note – Starting Offences shall constitute the score-up to 100 metres after the start.

Fractious in the score-up (mobile) or at the barrier (standing start), races roughly at the start or out of position at the start:

First offence - Warning issued (WI)

Subsequent offence within 3 starts – Last chance draw (LCD)

Subsequent offence within 3 starts – ODM or ODS

Breaks in the score up not causing interference and in position at the start (mobile), gallops out (standing start), breaks after start (standing start):

First offence – Warning issued (WI)

Subsequent offence within 3 starts – Last chance draw (LCD)

Subsequent offence within 3 starts – ODM of ODS

Breaks in score-up causing a false start, breaks at/after the start (mobile):

 ODM

Race Offences

Races roughly or gallops in running:

First offence – Warning issued (WI)

Subsequent offence within 3 starts – Last chance to race truly (LCRT)

Subsequent offence within 3 starts – Stood down one trial (SD1T)

Subsequent offence within 3 starts – Stood down one trial + 10 days (SD2T SD10D)

Subsequent offence within 3 starts – Stood down two trials + 14 days (SD2T SD14D)

Subsequent offence within 3 starts – Stewards discretion

 Notwithstanding the above guidelines, where the Stewards deem a performance of any horse to be unsatisfactory, uncompetitive, inconsistent, intractable, gallops excessively or consider that a horse has re-offended, more severe action may be taken.

o For the purpose of the term ‘intractable’ in this policy, Stewards will consider hanging, over racing or behaving in a manner that materially affects or could materially affect the performance of a horse or others.

 For the purposes of this Policy, once a horse has successfully completed three (3) consecutive starts without offence, the horse will be considered to have a clear record.

 Unless otherwise permitted by ORI, horses may be presented to requalify after one clear day has elapsed from the day on which it last raced.

 In regard to all penalties issued against a horse, the Stewards may apply discretion in the application of the Policy depending on the circumstances.

In the context of the Policy, "gallop" refers to a horse breaking gait other than as a consequence of interference.

Note – The term "EXCESSIVE" above shall mean where a horse gallops for 100 metres or more, or in an instance where a horse gallops twice in running.
