Harness Racing Victoria (HRV), a statutory body, is responsible for the control, development, and promotion of the Victorian harness racing industry. The Opportunity

We are looking for a highly motivated individual with a passion for racing who wants to take his/her career to the next level. It is a rare opportunity to join the Harness Racing Victoria’s Integrity Unit and contribute to maintaining and upholding the integrity of the sport.

As a Chief Steward you will be responsible for the administration, enforcement, and modification of the rules of racing and manage a panel of Stewards that is responsible for all racing activities at approximately 450 harness meetings per year.  

This role provides leadership and mentoring for all stakeholders including colleagues, industry participants and licensees. The service level and work standards are critical to the attainment of HRV’s core business objectives of maintaining and enhancing the integrity of the harness racing industry in Victoria. 

The role will be responsible for, but not limited to:

  • Manage the race day operations function to ensure that harness racing is conducted fairly, according to the rules and policies of Harness Racing Victoria
  • Competently chair race meetings and conclude all follow up matters in a timely manner
  • Attend and manage race meetings, enquiries, and Appeals
  • Perform all duties as empowered and required by rules of Harness Racing Victoria
  • Provide strong leadership and management capability to lead and support change and efficiency improvements
  • Provide ongoing coaching, mentoring and professional development support within the Stewards panel
  • Facilitate the dissemination of information to industry participants
  • Under the guidance of the General Manager Integrity and Legal Counsel, research and manage legal matters relating to Stewarding.

About You

Ideally, we are seeking an applicant who meets the following key criteria:

  • Demonstrated knowledge of the rules of racing and their application
  • Proven leadership, managerial and interpersonal skills, and a demonstrated ability to coach and mentor staff
  • Excellent race reading and race video analysis
  • Extensive experience at conducting race meetings
  • A demonstrated knowledge of the rules of evidence, relating to various legal jurisdictions, including Criminal and Civil Law. Proven experience in the conduct of Appeals and competent advocacy skills
  • Demonstrated in-depth knowledge of equine drug use, analytical processes, and general veterinary procedures
  • Be fully conversant with internal processes relating to policy, licensing, and registration
  • Display knowledge of bookmaker and totalisator rules, transaction processes and registration of bookmakers & bookmakers’ clerks
  • Demonstrate superior knowledge of the Racing and Gaming Acts
  • Effectively mediate between conflicting parties and handle conflict situations with authority
  • Thoroughly understand and be able to distinguish, advise and direct between alternative courses of action
  • Any relevant legal qualifications would be an advantage
  • Strong organisational skills
  • Excellent written and oral communication skills
  •  Ability to establish and maintain relationships with people at all levels and build trust through consistent actions, values, and communication
  • Ability to multitask and prioritise – ability to work effectively and to operate effectively in an environment often characterised by pressure and short timeframes
  • Excellent interpersonal skills
  • Demonstrated problem solving, decision making, negotiation, and consultation and conflict resolution skills.

The position is expected to travel within Victoria and work outside of normal working hours. 

The successful applicant will be provided with on and off the job training.

The position holder must possess a current VIC motor vehicle driver’s licence
