Harness Racing Victoria (HRV) Stewards have issued multiple charges against licensed trainer/driver David Vozlic under the Australian Harness Racing Rules (AHRR).

Charge 1 is issued under AHRR 209 which states:

209. A person employed, engaged or participating in the harness racing industry shall not knowingly or recklessly furnish false information to the Controlling Body, the Stewards or anyone else.

This charge relates to information furnished by Mr Vozlic to the HRV Stewards at the Mildura race meeting on 24 October 2018 concerning the scratching of ‘Dynamite Rose’ from Race 9.

Charge 2 is issued under AHRR 96A(4) which states:

96A. (4)  The owner, or trainer of the horse at the time of its death shall:-

(a)  In the case of a horse which dies within 14 days of being entered for or participating in a trial or race notify the Controlling Body of the death within 24 hours of its occurrence.

This charge relates to Mr Vozlic not reporting the death of ‘Dynamite Rose’ to Harness Racing Victoria within 24 hours.

Charge 3 is issued under AHRR 96A(8) which states:

96A. (8)  The owner or trainer of a horse whose death has been notified, or which should have been notified, under sub rule (4) shall not dispose of the carcass without the permission of the Stewards or the Controlling Body.

This charge relates to Mr Vozlic disposing of the carcass of ‘Dynamite Rose’ without first gaining the permission of Harness Racing Victoria or the HRV Stewards.

Charge 4 and Charge 5 are issued under AHRR 187(2) which states:

187. (2)  A person shall not refuse to answer questions or to produce a horse, document, substance or piece of equipment, or give false or misleading evidence or information at an inquiry or investigation.

These charges relate to the evidence provided by Mr Vozlic when interviewed by the HRV Stewards on 30 October 2018 concerning the scratching of ‘Dynamite Rose’ from the Mildura race meeting on 24 October 2018.

Charge 6 is issued under AHRR 187(6) which states:

187. (6)  A person shall not frustrate or endeavour to frustrate an inquiry or investigation.

This charge relates to the overall conduct of Mr Vozlic frustrating the investigation conducted by the HRV Stewards into the death of ‘Dynamite Rose’.

These charges will be heard by the HRV Racing Appeals and Disciplinary (RAD) Board on a date to be fixed.
