Inquiry – Ms Samantha Pascoe
Harness Racing SA (HRSA) Stewards today concluded an inquiry into allegations made against licenced person Ms Samantha Pascoe and her involvement with the alleged stomach tubing of MISSY MURDOCK on Monday the 19th of November, prior to the mare participating in Race 2 the “Maughan Thiem Ford Ranger Pace” on that same day.
After conducting a detailed investigation and considering all evidence tendered at the inquiry Stewards charged Ms Pascoe under AHRR 245 which stipulates: A person shall not direct, persuade, encourage or assist anyone to breach these rules or otherwise engage in an improper practice.
Stewards levelled a further charge against Ms Pascoe under AHRR 187(2) which stipulates: A person shall not refuse to answer questions or to produce a horse, document, substance or piece of equipment, or give false or misleading evidence or information at an inquiry or investigation.
After giving consideration to all relevant matters the Stewards found both charges proved; Stewards then gave consideration to submissions on penalty and after having regard for the following relevant factors:
- the nature of the offence and the circumstances surrounding Ms Pascoe’s involvement
- the period of time Ms Pascoe has been involved in harness racing
- the personal circumstances of Ms Pascoe.
For Ms Pascoe’s breach of AHRR 245 Stewards determined that her licence be suspended for a period of 4 months, which is to commence from the 19th of February 2019
For Ms Pascoe’s breach of AHRR 187(2) Stewards issued a fine of $1,500.00 which was fully suspended for a two year period.
Ms Pascoe was advised of her rights of appeal.
