RWWA Harness Stewards Inquiry - Trainer Sam Torre

On 15 March 2018 Stewards conducted an inquiry into a report from RWWA Deputy Chief Steward Harness Mr R. Chappell concerning the condition of the horse TORREVEAN MIO at the stables of Trainer Mr Sam Torre. 

Evidence was taken from Mr Torre, Mr Chappell and RWWA Veterinarian Dr. Judith Medd and a report from Veterinarian Dr K. Klein and accompanying x-rays were submitted.  The evidence disclosed that TOREVEAN MIO had sustained an injury and Mr Torre had failed to ensure veterinary care until directed by Stewards.  TORREVEAN MIO was subsequently diagnosed with a complete fracture of the proximal phalanx and euthanasia was recommended and carried out.

Mr Torre subsequently pleaded guilty to a charge under RWWA Rule of Harness Racing 218 with the particulars being:

Following noticing an injury to the offside foreleg of the gelding Torrevean Mio on Tuesday 14 November 2017, you Sam Torre as trainer and person responsible for that horse, failed to ensure that Torrevean Mio was provided with professional veterinary care until directed to do so by Stewards on 23 November 2017.

Having reserved their decision on penalty the Stewards on Tuesday 24 April 2018 completed their deliberations and determined to impose a disqualification of four (4) months effective immediately.

In considering the appropriate penalty for the offence the Stewards took into account:

•           Mr Torre’s personal circumstances, overall good record, length and depth of involvement in harness racing, having been trainer for many years without having had any prior offences in relation to horse welfare

•           Mr Torre’s co-operation through all stages of the inquiry and his immediate acknowledgement of guilt and genuine remorse

•           The seriousness of the matter and the need for deterrence to reinforce and maintain the high standards of animal welfare that apply within the industry as a whole

•           The extent of the injury to TORREVEAN MIO
