The Opportunity

We are looking for a highly motivated individual with a passion for racing who wants to start a career in the harness racing industry. This is a rare opportunity to join the Harness Racing Victoria’s Integrity Unit and contribute to maintaining and upholding the integrity of the sport.

As a Prosecutor you will provide advice in relation to the conduct of investigations and briefs of evidence; preparing statements, letters and reports for inquires and appeals; representing HRV at VRT and VCAT hearings and briefing legal representatives where considered necessary; attend “Show Cause Hearings’ on behalf of HRV on former licensed persons seeking to return to the harness racing industry.

The role will be responsible for, but not limited to:

  • Assist the Integrity Department in relation to the prosecuting of licensed participants against breaches for ‘Serious Offences’ of the Australian Harness Racing Rules (AHRR) 
  • Train and assist in the development of members at the HRV Integrity Department
  • Present evidence at formal inquires as required such as Victorian Racing Tribunal and Victorian Civil and Administrative Tribunal (VCAT).
  • Advise and assist the Integrity Department in the preparation of: Notices, documents and evidentiary material relevant to racing disciplinary proceedings; and briefs for legal presentation at disciplinary proceedings and appeal hearings.
  • Appropriately consult, liaise, inform and negotiate with defence counsel and the VRT, VCAT regarding harness racing disciplinary proceedings
  • Communicate effectively both orally and in writing and prepare and present evidence, positions or factual analysis clearly and correctly.
  • Conduct research in respect of the briefs of evidence provided and screen and assess on any legal issues and conduct research on precedents case law and make recommendations on any charges in respect of those
  • Provide Leadership and provide regular and balanced feedback to direct reports to enable their performance and development
  • Communicate with key staff and engage on important priorities and key initiatives relevant to the role.   

About You

Ideally, we are seeking an applicant who meets the following key criteria:

  • Experience in prosecuting and/or advocacy at various Tribunals or Courts would be advantageous
  • Current qualification in law and admitted to legal practice in Victoria with a current practising certificate or alternatively currently undergoing studies in law.
  • Knowledge of the racing industry would be advantageous
  • Knowledge of the rules of racing and their application
  • Knowledge of equine drug use, analytical processes and general veterinary procedures.
  • Knowledge of the Racing and Gaming Acts
  • Understanding of the Victorian Racing Tribunal and VCAT in relation to harness racing disciplinary proceedings
  • Strong organisational skills
  • Excellent written and oral communication skills.
  • Proven leadership, managerial and interpersonal skills and a demonstrated ability to coach and mentor staff.

The position is expected to travel within Victoria and work outside of normal working hours.
