Harness Racing Victoria (HRV) Stewards have lodged an application to the Victorian Civil and Administrative Tribunal (VCAT) for a review of the penalty decision of the HRV Racing Appeals & Disciplinary (RAD) Board on 30 October 2019 in relation to a charge issued against licensed trainer Tim McGuigan.
Mr McGuigan pleaded guilty to a charge issued under Australian Harness Racing Rule 190(1) for presenting the horse ‘Dee Mach’ to race at Bendigo on 12 May 2019 when not free of alkalinising agents, a prohibited substance when evidenced by a total carbon dioxide (TCO2) concentration in excess of 36 millimoles per litre in plasma. Mr McGuigan was issued with a 12-month suspension in relation to that charge. The details of the HRV RAD Board hearing can be viewed here.
The matter is with VCAT and a Directions Hearing will be scheduled on a date to be determined.
