Harness Racing Victoria (HRV) Stewards have issued two charges against licensed trainer Helen Moustos under Australian Harness Racing Rules (AHRR) 190(1) which states:
A horse shall be presented for a race free of prohibited substances
It is alleged that the horses ‘Blue Beach Angel’ and ‘Promise At Dawn’ were presented to race at Mildura on 24 August 2018 by Ms Moustos not free of cobalt, a prohibited substance when evidenced at a concentration above the allowable threshold.
HRV Stewards have issued a further charge under AHRR 190B which requires trainers to keep and maintain a logbook listing all therapeutic substances in their possession and recording all treatments administered to horses in their care.
The charges will be heard by the HRV Racing Appeals and Disciplinary (RAD) Board on a date to be fixed.
