Reciprocal Agreement 3
Issue of Trainers, Drivers and Stablehands Licences

The Members of Council hereby agree that:

1. Each Controlling Body Member shall have the right to issue licences within its area of control and to impose such terms and conditions as it considers appropriate.

2. Subject to the payment of all insurance requirements a licence issued by one Controlling Body Member of Council shall without payment of any further licence fee be valid throughout Australia and New Zealand save for exceptional circumstances or where the licencee has been refused a licence by another Member of Council.

3. Any restriction imposed on a licencee shall be clearly endorsed on the licence.

4. (a) Subject to paragraph (b) a licence to drive issued by a Controlling Body Member of Council to a person who has a physical impairment shall be valid only in the area of control of the issuing Member of Council.

(b) The licence shall be valid in the areas of control of all other Members of Council provided the licencee satisfies the medical and insurance requirements of those Members of Council.

5. A person may apply for a licence to any Controlling Body Member of Council but if that person is not normally domiciled within the area of control of that Member, the licence if granted shall be conditional upon the licencee training, driving or working as a stable hand only within the area of control of that Member.

6. A driver must be the holder of a Grade A or equivalent licence in his or her own State or Country before he or she is eligible to drive in races requiring a Grade A or equivalent licence conducted by any other Member of Council.

7. A trainers, drivers or stable hands licence shall not be issued by a Controlling Body Member of Council to any person appearing on any:-

       (i)         Unpaid Forfeits List;
       (ii)        Suspension or Disqualification List;
     (iii)       Warning Off List.

8. A Controlling Body Member of Council shall immediately advise all other members of Council of the disqualification or suspension of a licenced trainer, driver or stable hand.

9. Clause 9 repealed.
